When a staff member creates a Hold Group, it can’t be seen by other library staff members unless they know the number (just like other buckets.) There’s no reason for hold groups to be so closely tied to a single staff member — better permissions are needed to make this more flexible (who can view the hold group, who can add/remove members, who can create Hold Group Events.)
